Consultation Overview
Bristol City Council’s Housing Delivery Team is progressing a planning application for a new 100 per cent affordable council housing development on the site of the former White Hall at Glencoyne Square, Southmead. We are working with consultants Emmett Russell Architects to develop a proposal for the site.
Who are we?
Bristol City Council’s Housing Delivery Team help to deliver new affordable housing projects across the city. This includes a focus on building and acquiring new council homes. It also involves working with a range of partners, including housing associations, community groups and developers to increase the supply of new affordable housing throughout Bristol.
What are we looking to do?
In 2019, Homes England awarded Bristol City Council £3.6million of Homes Infrastructure Funding to support the delivery of the community-led Southmead Masterplan which was developed to help guide regeneration in Southmead.
One of the sites identified in the Southmead Masterplan was the former White Hall and neighbouring playground at Embleton Road. The White Hall site was purchased by Bristol City Council in 2022 using Homes Infrastructure Funding.
Bristol City Council will also be using Homes Infrastructure Funding to fund the design of the residential planning application, and to provide much-needed improvements to the Embleton Road Playground, including new, inclusive and accessible play equipment.
The development will provide good quality and well-designed affordable council housing for the residents of Bristol.
We are proposing to build twenty-three flats that will include a mix of one-bed, two-bed and three-bed properties. The building will be three-storeys in height and split across three core blocks.
All properties will be low carbon homes that use heat pumps to provide heating and hot water for residents.
Solar panels will provide on-site renewable energy generation, and electric vehicle charging points will be available to encourage sustainable methods of transport.
Ecology and biodiversity will be considered as part of the planning application, with the aim of achieving a 10% biodiversity net gain on-site. Mature trees will be retained, and new tree planting provided.
This consultation is asking for your views on the designs for the residential development.
