Consultation Overview

Local Authorities are responsible for commissioning substance use treatment services as part of their public health responsibilities.

Bristol City Council commissions a range of inpatient and community substance use early engagement, treatment, and support services, currently provided by Recovery Orientated Alcohol and Drugs Service (ROADS) and targeted youth service.

Our current services have been in place since 2018 and are expected to be replaced by newly commissioned services in March 2025.


The consultation

We carried out a public consultation to make sure we could hear all voices, that we have a clear understanding of the potential impact of our proposal on different groups, and that people had the chance to provide their views to support the Council to identify and rectify any gaps, issues, or ambiguities in our commissioning approach.

Our Draft Substance Use Commissioning Plan was available for consultation between 30 October and 24 December 2023.

To give us feedback, people could complete the online survey or send comments directly to inclusionhealth@bristol.gov.uk.


Easy Read and alternative formats

People could complete an Easy Read version of the consultation online or view and print an Easy Read version of the survey and view and print an Easy Read version of the Draft Substance Use Commissioning Plan.

People could request the consultation survey as a paper version, Braille, large print, British Sign Language, or in another language, or other alternative format, by emailing inclusionhealth@bristol.gov.uk or by calling 0117 922 2848.
