This consultation has concluded.
Introduction
Bristol City Council is developing a new Homelessness and Rough Sleeping Strategy.
There is a legal requirement for local authorities to carry out a review of data relating to homelessness and rough sleeping every five years, and to revise and maintain a five-year strategy based on the results of that review.
Council officers held engagement sessions between May 2024 and June 2024 with a wide range of organisations and individuals involved in homelessness and rough sleeping, including people with lived experience of using different homelessness and rough sleeping services in Bristol.
We have used the feedback from those sessions to draft a strategy which defines the strategic priorities and key objectives for the city to focus on over the next five years to reduce homelessness.
The four priorities are:
Prevention
Accommodation
Working in partnership
Helping people move forward
The purpose of this consultation is to seek your views on these proposed priorities and the strategy objectives. These are are described in the survey.
If you would like more information about the review of homelessness in Bristol, homelessness challenges in the city and current homelessness provision before answering the survey, you can read additional information here.

The council consulted on its new Homelessness and Rough Sleeping Strategy from 20 August to 1 October 2024. We received some really helpful feedback and re-opened the consultation from 30 October to 20 November 2024 so we could hear from more people, including those with lived experience and those delivering services related to homelessness and rough sleeping.
What happens next?
The next draft of the strategy will be shared with the multi-agency steering group who are governing the development of the strategy. The final decision on whether to approve the proposed strategy will be made by the council’s Homes and Housing Committee in December 2024.
