Overview

Bristol City Council is asking for your views on the draft vision for Western Harbour.

Western Harbour is a key area in the continuing regeneration of Bristol’s city centre and the floating harbour. It’s a significant gateway to the city in a historic and landscaped setting, and has the potential to grow and thrive.

From September to December 2021, Bristol City Council hosted numerous conversations on the future of this area, engaging with local and Bristol-wide residents, businesses and interest groups through online and in person events.

Through the engagement eight themes emerged which identified what people felt made Western Harbour distinct. They were presented at a month long exhibition at The Create Centre and online. People were then invited to suggest their own place principles (rules or guides) for the future development of the area under each theme.

This engagement has informed the draft vision for the area.

Following engagement we are now consulting on the draft vision for Western Harbour. The draft vision sets out a number of commitments that reflect the hopes of local people that were shared during public engagement in 2021.

We would like to hear your views on these commitments by completing the following survey. You can view the vision here.

Next Steps

Responses to this consultation will help us refine the draft vision. A final vision will then be taken to Cabinet for endorsement in Summer 2022.

If endorsed by Cabinet in summer, the final vision will guide detailed masterplanning starting later in 2022. The masterplan will set out where the new homes, jobs, public spaces and infrastructure in the area could go. During masterplanning there will be many opportunities to continue to get involved with shaping the Western Harbour area.

    Bristol City Council’s Cabinet is set to adopt a new enhanced vision for Western Harbour that emerged from public consultation earlier this year.

    Building on the area’s heritage and identity, the vision sets out key commitments that will guide the transformation of the area as it changes in the future.

    The overall balance of responses from Bristolians and other stakeholders to the consultation were supportive of the Western Harbour vision.

    Plans to celebrate heritage and safeguard treasured assets received the most support. From the feedback, many sought more detailed proposals for the area such as the road layout and housing numbers. These aspects will be considered during the masterplanning development starting later this year and will be guided by the vision and further consultation with the community.

    Some of the notable changes being made to the vision following the consultation and additional public feedback include:

    • Clarity on making sure the Bonded Warehouses continue to be the dominant built structures in the area
    • Providing access to key views both from within the area and across the city
    • A commitment to restoring, reusing and celebrating the historic dock buildings and infrastructure
    • Strengthening the pledge that the area will be inclusive to all.

    The vision, once endorsed by Cabinet, will be the thread that guides the brief to appoint a masterplanning team later this year. The masterplanners can then use the vision and further discussions with the community to create more detailed proposals for the area and develop a strategy that will consider how the plan could be delivered and funded.
